Thực trạng sản xuất và cơ hội tiếp cận chứng nhận của các hộ nuôi tôm quy mô nhỏ tại đồng bằng sông Cửu Long
TÓM TẮT
Nuôi tôm đã trở thành ngành nghề chính của nhiều hộ dân vùng ven biển Đồng bằng sông Cửu
Long (ĐBSCL). Tuy nhiên, nghề nuôi tôm còn chưa thực sự bền vững. Nghiên cứu này được thực
hiện để đánh giá thực trạng sản xuất và cơ hội của các hộ nuôi tôm quy mô nhỏ tiếp cận chứng nhận
thực phẩm quốc tế. Khảo sát được tiến hành tại bốn tỉnh ven biển thuộc vùng ĐBSCL, phương pháp
lấy mẫu ngẫu nhiên phân tầng được áp dụng để chọn vùng nghiên cứu và chọn hộ điều tra. Tổng
số 230 hộ nuôi tôm thuộc 5 hệ thống nuôi tôm điển hình ở ĐBSCL đã được lựa chọn để phỏng vấn
trực tiếp. Kết quả khảo sát cho thấy hiện nay nhiều trang trại nuôi tôm đã có khả năng đạt được một
số tiêu chí của các chứng nhận quốc tế, như: hệ số FCR (≤1,8 mô hình nuôi tôm sú, và ≤1,5 mô
hình nuôi tôm thẻ chân trắng), mật độ thả giống (≤15 PL/m2 trong hệ thống nuôi tôm quy mô nhỏ
(QMN)), tỷ lệ sống (>25% trong hệ thống nuôi tôm QMN, và > 60% trong hệ thống nuôi tôm quy
mô lớn (QML), không sử dụng hóa chất và kháng sinh cấm, không sử dụng giống hoang dã, các
mối quan hệ cộng đồng, quyền sở hữu trang trại, bảo vệ tính đa dạng sinh học. Tuy nhiên, vẫn còn
nhiều tiêu chí chứng nhận mà các trang trại không thể đáp ứng như: quản lý nước thải (hầu hết các
trang trại còn xả chất thải ao nuôi ra môi trường mà không xử lý triệt để, và khu vực chứa bùn cũng
chưa có hoặc đảm bảo khả năng chứa), đăng ký trại (nhiều trang trại chưa tiến hành đăng ký), quản
lý tỷ lệ chết (thiếu phương pháp thích hợp), lao động (thiếu hợp đồng lao động, hoặc chỉ hợp đồng
miệng), vệ sinh trang trại và lưu trữ hồ sơ theo yêu cầu. Khoảng cách từ thực trạng sản xuất tôm đến
các tiêu chuẩn chứng nhận còn khá xa, vì vậy các trang trại nuôi tôm đặc biệt là hộ quy mô nhỏ cần
có những cải thiện để hoàn chỉnh hơn điều kiện cơ sở hạ tầng và kỹ thuật canh tác để xúc tiến việc
áp dụng các chứng nhận quốc tế.

This study is to assess the current farming practices and challenges to reach international food standards of small-scale shrimp farms. This study was carried-out in four coastal provinces in the MKD,A randomized stratified sampling method was used to select survey-sites and survey-farms for interview. The 230 belongings to five typical shrimp farming systems in the MKD were selected for face-to-face interviewing. The findings show that many shrimp farms were likely to reach several standard criteria such eFCR (≤1.8 in Black Tiger Shrimp culture, and ≤1.5 in White-legged Shrimp culture), stocking density (≤15PL/m2 in the lower investment shrimp system), survival rate (>25% in the lower investment shrimp system, and >60% in the higher investment shrimp system), no banned chemical/drug and wild-seed source use, community relationships, property rights, and biodiversity protection. However, there are still many standard criteria that farms could not meet such as criteria for effluent management (most farms release their waste water without any treatment and had no sediment basins), registration of farms (many farms were not legally registered), shrimp mortality management (lack of proper methods), labor arrangements (verbal contracts), farm hygiene, and recordkeeping requirements.With these current shrimp farming practices, it is still far behind to reach criteria of the food standards; therefore, the shrimp farms, especially small-scale farms need to be strengthened and to improved their infrastructure conditions and farming techniques to promote the adoption of international food standards.
